Allen L. Clapp, P.E., P.L.S is President of Clapp Research Associates, P.C. Consulting Engineers. The firm serves over 500 utilities and industries. Allen has been involved in the design and evaluation of electric supply and communication facilities for over 40 years. Over 24,000 people have attended Allen’s seminars on the National Electrical Safety Code and OSHA. Mr. Clapp has investigated over 600 accidents. He has testified before courts and commissions for over thirty-five years.

Mr. Clapp is a past Chair (1984-1993) of the National Electrical Safety Code Committee and is presently a member of the following subcommittees: Interpretations (Past Chair); Strengths and Loadings (Secretary); Clearances (Past Acting Secretary); and Scope, Application, Definitions and Coordination (Chairman and Past Secretary). He has served continuously on the NESC technical subcommittees since 1971.

Allen Clapp is editor of the NESC Handbook published by the IEEE. He also edits and publishes the DANESC UPDATE™ Newsletter, and is a contributor to McGraw-Hill’s Standard Handbook for Electrical Engineers. Mr. Clapp is an authorized OSHA construction regulations instructor.

John B. Dagenhart, P.E. is the Vice President of Clapp Research Associates, P.C., and is lead engineer for many of CRA's electrical projects. He has investigated over 400 accidents. He is a former Distribution Engineer with Duke Power. John is chair of NESC Subcommittee 2 on Grounding Methods, a Professional Society Member of IEEE Power Engineering Society Working Group on Voltages at Publicly and Privately Accessible Location, and a former Alternate Member of ANSI Z535 Committee on Safety Signs. He serves on the IEEE/NESC Lecture Team and regularly presents DANESC™ Seminars for CRA clients, and is an authorized OSHA construction regulations instructor.

Mr. Dagenhart is a contributor to McGraw-Hill's Standard Handbook for Electrical Engineers, an associate editor of the DANESC UPDATE™ Newsletter; provided research for the NESC Handbook; co-authored and edited Power Systems Disturbances Manual for Duke Power Company; contributed to the upcoming IEEE Emerald Book Powering and Grounding Sensitive Electronic Equipment; and authored or co-authored articles on electrical power quality issues and both the National Electrical Safety Code (NESC) and the National Electrical Code (NEC).


Quinn Brackett, Ph.D.*

Robert Quinn Brackett, Ph.D. is a member of the Graduate Facility of Texas A&M University and a private consultant on human behavior in accident situations. He formerly managed the Human Factors Program of the Safety Division of the Texas Transportation Institute (TTI), a research arm of the university. Quinn has taught graduate courses in the Industrial Engineering and Safety Education Departments and undergraduate courses in Civil Engineering, including classes in Human Factors Engineering, Human Information Processing, Risk Management, and OSHA Requirements, as well as classes in Statistics, Experimental Design, and Operations Research.

Carla J. Gunnin, Esq.*

Carla J. Gunnin, B.A., University of Alabama, 1998; J.D. Cumberland Law School. Ms. Gunnin is an associate with the Atlanta Office of Constangy, Brooks & Smith, LLC. Prior to joining the firm, Ms. Gunnin worked for the U.S. Department of Labor, Office of the Solicitor, where her primary focus was on OSHA litigation. Ms. Gunnin began her practice of law in general trial practice representing clients in criminal and civil matters. Ms. Gunnin works in the OSHA and labor relations practice areas of the firm. She represents clients before administative agenices and in arbitration matters; she also provides general adive related to labor law compliance issues. She is a member of the American Bar Association OSHA Committee and the State Bar of Georgia Labor and Employment Section.

Mark A. Freeman

Mark A. Freeman is a partner in the law firm of Freeman & Freeman P.C., which has offices in both Maryland and Colorado. Freeman & Freeman has represented electric public utilities for over thirty years. Mr. Freeman’s litigation experience includes both trial and appellate mattes involving all issues relating to the construction, maintenance, and design of both overhead and underground distribution systems with particular emphasis in defending electric shock and electrocution claims. Additionally, Mr. Freeman practices patent and trademark enforcement, and commercial and corporate litigation. He currently serves as outside general counsel to six companies.

Mr. Freeman is a member of the American Bar Association, Intellectual Property Section, and the American Intellectual Property Association. He is a member of the bars of Maryland and the District of Columbia and is admitted to practice before the United States Court of Federal Claims, United States Court of Appeals for the Federal Circuit and the United States District Court for the Northern District of California.


H.D. (Pete) Peterson, D.D.S., M.D.*

H.D. (Pete) Peterson, D.D.S., M.D. is a former Professor of Surgery at the University of North Carolina School of Medicine and a past Director of the North Carolina Jaycee Burn Center. He was Chief, Plastic Surgery at Walter Reed Army Medical Center and Chief, Clinical Division, USA Institute of Surgical Research, Brook Army Medical Center. Dr. Peterson has worked with electrical burns for over thirty years and performed some of the early research on reactions of the body to electrical contact.

Jeff Giffen, P.E.

Jeff Giffen, P.E. is the Product Manager for Structural Restoration at Osmose Utilities Services and is responsible for their O-Calc™ Pole Loading Software, which is used by over 100 companies across the United States including such notable companies as Wisconsin Public Service, Verizon, SBC and Con Edison.

Mr. Giffen is a registered Professional Engineer with 11 years of experience in structural design and engineering management.  He holds degrees in Civil Engineering from Clemson University and Georgia Tech.  His experience includes the structural design of multi-story precast concrete commercial and industrial structures and steel, concrete and wood utility structures for water and power utilities.  Mr. Giffen has directed the development and implementation of design automation and other engineering software applications.  He is a member of the American Society of Civil Engineers (ASCE) and the Structural Engineering Institute of ASCE.
