Allen L. Clapp, P.E., P.L.S. is President of Clapp Research Associates,
P.C., Consulting Engineers. The firm serves over 400 utilities and industries.
Allen has been involved in the design and evaluation of electric supply and
communication facilities for over 40 years and has investigated over 600 accidents.
He has testified before courts and commissions for over 30 years. His rich
and varied knowledge of investigating and litigating utility accidents is shared
with seminar participants.
Mr. Clapp is past Chair (1984-1993) of the National Electrical
Safety Code Committee and a member of the following subcommittees: Interpretations
(Past Chair); Strengths and Loadings (Secretary); Clearances (Past Acting Secretary);
and Coordination (Chair and Past Secretary). He has served continuously on
NESC technical subcommittees since 1971 and has chaired a number of special
working groups. Allen also chairs ANSI Z535.2 Subcommittee on Environmental
and Facility Safety Signs.
Allen Clapp is editor of the NESC Handbook published by the
Institute of Electrical and Electronics Engineers. He also edits and publishes
the DANESC UPDATE™ newsletter and Practical Utility Safety (which provide
in-depth treatment to practical problems in meeting the NESC requirements under
various conditions) and is a contributor to McGraw-Hill’s Standard Handbook
for Electrical Engineers.

John B. Dagenhart, P.E. is Vice President of Clapp Research Associates, P.C. Consulting Engineers, and lead engineer for many of CRA’s electrical projects and has investigated over 250 accidents. He is a former Distribution Engineer with Duke Power. John is chair of NESC Subcommittee 2 on Grounding Methods and an Alternate Member of the ANSI Z535 Committee on Safety Signs. Mr. Dagenhart is a contributor to McGraw-Hill’s Standard Handbook for Electrical Engineers, associate editor of the DANESC UPDATE™ newsletter and a Professional Society Member of IEEE Power Engineering Society Working Group on Voltages at Publicly and Privately Accessible Locations. He provided research for the NESC Handbook; contributed to the IEEE Emerald Book Powering and Grounding Sensitive Electronic Equipment, and has authored or coauthored articles on electrical power quality issues and both the NESC and the NEC.
Quinn Brackett, Ph.D.*
Robert Quinn Brackett, Ph.D. is a member of the Graduate Facility of Texas A&M University and a private consultant on human behavior in accident situations. He formerly managed the Human Factors Program of the Safety Division of the Texas Transportation Institute (TTI), a research arm of the university. Quinn has taught graduate courses in the Industrial Engineering and Safety Education Departments and undergraduate courses in Civil Engineering, including classes in Human Factors Engineering, Human Information Processing, Risk Management, and OSHA Requirements, as well as classes in Statistics, Experimental Design, and Operations Research.

Cheryl Bruner, Esq.
Cheryl Bruner is Senior Corporate Attorney for E.ON U.S., a diversified energy services company headquartered in Louisville, Kentucky that serves as the gas and/or electric utility for nearly one million customers in Kentucky and Virginia. Ms. Bruner is responsible for a variety of legal matters involving personal injury and property damage, health & safety, labor & employment and complex commercial litigation. Prior to joining E.ON U.S. in 2003, Ms. Bruner was in private practice with the law firm Dinsmore & Shohl and worked in both the Cincinnati, Ohio and Louisville, Kentucky offices. Ms. Bruner graduated magna cum laude with a bachelor’s degree in business administration. She earned her juris doctor from the Brandeis School of Law at the University of Louisville in 1995.

Carla J. Gunnin, B.A., University of Alabama, 1998; J.D. Cumberland Law School. Ms. Gunnin is an associate with the Atlanta Office of Constangy, Brooks & Smith, LLC. Prior to joining the firm, Ms. Gunnin worked for the U.S. Department of Labor, Office of the Solicitor, where her primary focus was on OSHA litigation. Ms. Gunnin began her practice of law in general trial practice representing clients in criminal and civil matters. Ms. Gunnin works in the OSHA and labor relations practice areas of the firm. She represents clients before administative agenices and in arbitration matters; she also provides general adive related to labor law compliance issues. She is a member of the American Bar Association OSHA Committee and the State Bar of Georgia Labor and Employment Section.

Gary C. Lentz
Gary Lentz is a member of Spencer, Scott & Dwyer, P.C., in Joplin, Missouri. He was Prosecuting Attorney for Newton County, Missouri from 1970 until 1985. Lentzgraduated from the University of Tulsa School of Law in 1978. He has participated in accident site investigation and litigated electrical contact cases since 1985. He is a certified mediator in Federal and Missouri State Courts.
H.D. (Pete) Peterson, D.D.S., M.D.*
H.D. (Pete) Peterson, D.D.S., M.D. is a former Professor of Surgery at the University of North Carolina School of Medicine and a past Director of the North Carolina Jaycee Burn Center. He was Chief, Plastic Surgery at Walter Reed Army Medical Center and Chief, Clinical Division, USA Institute of Surgical Research, Brook Army Medical Center. Dr. Peterson has worked with electrical burns for over thirty years and performed some of the early research on reactions of the body to electrical contact.
